CEN Workshop on Learning Technologies
The CEN Workshop on Learning Technologies has developed a Repository of taxonomies/vocabularies for a European Learning Society.

The sharing of education related data and services makes them less costly, increases the supply, enhances the quality through incremental improvements and allows a shorter time delivery. However, sharing of data, content, tools and services can only be achieved when clear technical agreements are made between all parties concerned. The more global this agreement is, the greater the benefit. On the other hand different communities have their own identity, language, and vocabularies which are important to express exactly what is meant. For instance the educational system in North America is differently structured than in Europe and it uses different terminology. Even in Europe great differences exist between different sectors. For example, a thesaurus applicable for vocational education is different from the one for schools. These naturally grown differences make the application of standards more complex and often less effective. In addition vocabularies are created again and again sometimes with differences that are not essential but that inhibit interoperability.

The objectives are to develop two important measures that will increase the interoperability of meta-data and services:
  1. Harmonisation of vocabularies;
  2. Mappings of vocabularies.

The Workshop has delivered a number of CEN Workshop Agreements (CWAs), available for download, related with glossary and vocabularies:
  • Description of Language Capabilities. The key objective of this CWA is to support multilinguality, and to take into account and maintain the cultural diversity worldwide. This diversity is evident from the observation that specific languages reflect specific gifts of conception that constitute a cultural value. This action is concerned with describing users in terms of which languages they read, understand and write. The information included in this CWA shall enable people to select appropriate languages for all types of communication. This information shall also help providers to offer appropriate learning resources. The default delivery could be in the mother tongue of the learner if such a version is available. Alternatively, written, audio or video content can be delivered in appropriate languages.
  • Controlled Vocabularies for Learning Object Metadata: typology, impact analysis, guidelines and a web based Vocabularies Registry. Learning Objects will only be reused if they can be easily located, evaluated, adapted and adopted by other people. Therefore it is crucial that Learning Objects are correctly classified, described, and indexed. Indexing an object using the Learning Object Metadata model requires a precise analysis of the content of the object and its main characteristics. Describing resources in this formalised manner helps users to understand the nature of an object and reduces ambiguity as to its potential relevance or usage. This CWA addresses the issue of which vocabularies should be used for specific categories and data elements of the LOM. This CWA also includes the first draft of a set of guidelines regarding the use of vocabularies in conjunction with the LOM and more generally within the field of Learning Technology.
  • Harmonisation of Vocabularies of eLearning. This CWA provides concepts, techniques and guidelines for the harmonisation of vocabularies. The term vocabulary is used in this CWA in the broad sense, referring to value lists, classifications, taxonomies, glossaries, dictionaries, ontologies, and thesauri. The CWA identifies a Exchange of Vocabulary Definition (XVD) model for multilingual vocabularies. XVD data elements describe a vocabulary, its terms, and structure. The conceptual model is, wherever possible, compatible with the IMS VDEX information model, Zthes, and the Guidelines for the Construction, Format, and Management of Monolingual Controlled Vocabularies.
  • Curriculum Exchange Format. The CEN WS-LT and the CEN/TC 353 are developing linked standards for a Curriculum Exchange Format (CEF) that is providing a way of exchanging controlled vocabularies that can be used to describe curriculum information. The CEN WS-LT has produced a CWA and the CEN/TC 353 is producing an EN standard. The CWA presents an approach to exchanging and mapping curriculum information for use in controlled vocabularies for metadata and to provide navigation structures in user interfaces. The CWA will contribute to improvement in the use of repositories and portals for learning, education and training by supporting semantic interoperability, data interchange, personalisation and federation of resources. A separate standard “Curriculum Exchange Format (CEF) Data Model (EN 15943)”, under development by the CEN/TC 353, defines the CEF data model and provides an informative binding.
