IMS Global Learning Consortium
The IMS Global Learning Consortium (IMS GLC) is a global, nonprofit, member organization that strives to enable the growth and impact of learning technology in the education and corporate learning sectors worldwide. IMS GLC members provide leadership in shaping and growing the learning industry through community development of interoperability and adoption practice standards and recognition of the return on investment from learning and educational technology.

IMS Global is supported by over 135 organizations – the world’s leaders in educational and learning technology, including leading learning technology product suppliers and publishers, leading institutions of learning and training, and leading government and professional consortia. The breakdown of members is 58% leading corporations, 24% leading institutions of learning or school districts, and 18% consortia and/or government organizations. Currently, 47% of member organizations are headquartered outside the United States.

IMS GLC has approved and published some 20 standards that are the most widely used learning technology standards in the world. Widely-used IMS GLC standards include meta-data, content packaging, common cartridge, enterprise services, question & test, sequencing, competencies, access for all, ePortfolio, learner information, tools interoperability, resource list, sharable state persistence, vocabulary definition, and learning design. These standards have been used widely in higher education, K-12 education, and corporate training in regions around the globe. All IMS GLC standards are available free of charge via the IMS GLC web site and can be used without royalty.

Much of the investment in IMS GLC comes from the global higher education segment. In the decade or so since the rise in the use of the Internet to support learning, higher education has emerged as the segment that is leading in research and development expenditures in learning and learning technologies. However, in recent years IMS GLC is seeing greater support and participation from the K-12 and corporate training segments. The IMS GLC Board of Directors are committed to supporting lifelong learning across all segments.
Mission
The IMS Global Learning Consortium creates standards for the development and adoption of technologies that enable high-quality, accessible, and affordable learning experiences. IMS GLC is now enabling the next generation of Digital Learning Services, combining new forms of digital content, assessment, applications, and administrative services.
Specification Development Process
IMS GLC has undertaken a broad scope of work. IMS GLC gathers requirements through meetings, focus groups, and other sources around the globe to establish the critical aspects of interoperability in the learning markets. Based on these requirements, IMS GLC develops draft specifications outlining the way software must be built in order to meet the requirements. In all cases, the specifications are being developed to support international needs. Once the specifications are finalized internally and have been proven tested through interoperability trials that usually involve both Contributing Members and Affiliates participants, the draft specification is formally approved by the IMS Technical Board and then released to the public. IMS GLC specifications are made to the general public, regardless of whether or not they are members of IMS GLC, once the technical board approves their release. IMS GLC also submits to standards accrediting groups in order to contribute to the recognition and adoption of a world-wide base of technical standards for distributed learning.

Interoperability Standards Project Groups
Active specification development groups chartered to define standards for learning technology interoperability.
  • AccessForAll (AFA). Standards for accessibility, inclusive design, and personalization of online learning resources to meet the needs of all users/learners.
  • Content Packaging (CP). Standards for distribution of distributed digital learning content and resources.
  • Common Cartridge (CC). Standards for organization, publishing, distribution, delivery, search and authorization of a wide variety of collections of digital learning content, applications, and associated online discussion forums used as the basis for or in support of online learning of any type.
  • ePortfolio (eP) Standards for exchange of digital information (ePortfolios) that contain evidence of learning, education, training, and life experiences resulting in a more effective matching than traditional resumes of applicants to the offerings of potential employers, admissions offices, and so forth.
  • K12/Schools Enhancements to Common Cartridge (K12 CC). Enhancements to IMS Common Cartridge v1 to address several specific issues including incorporation of new release of IMS Question and Test Interoperability (QTI), alignment of content and assessments to curriculum standards and learning objectives, and lesson planning.
  • Learning Information Services (LIS). Standards to support interactions and data exchange between learning systems and administrative, student, or human resource systems, including exchange of course rosters, learner profiles, competencies/learning objectives and learning outcomes.
  • Learning Object Discovery and Exchange (LODE). Learning Object Discovery & Exchange (LODE) aims to facilitate the discovery and retrieval of learning content stored in repositories, such as Common Cartridges, online library resources, and so forth by leveraging combinations and profiles of existing standards in use.
  • Learning Tools Interoperability (LTI). Standards to support interactions, namely launching and data exchange, between learning systems or related applications, either in the enterprise or web-based, enabling incorporation of learning tools, applications, mash-ups, and software as a service within the context of a learning portal or other learning environment.
  • Question and Test Interoperability (QTI). Standards for constructing, processing, and exchanging online assessment information, test items, tests, and the reporting of test results.
Adoption Practice Standards Project Groups
End-user focused activities as prioritized by the IMS GLC Learning Technology Advisory Council (LTAC) are chartered to develop best practices, adoption standards and technical requirements to address key quality education and learning challenges facing higher education, K-12, and corporate sectors. Product and service providers work directly with end-users (CIOs, CLOs, academic/learning technology experts, HR leaders) to address immediate and emerging education challenges through the development and implementation of IMS GLC Adoption Standards:
  • Student Induction to eLearning (SIEL) - Focusing on student experience with technology, with emphasis on developing international standards that address the key issues that interfere with postsecondary student learning and persistence.
  • Targeted Retention Systems (TRS) - Developing use cases and technical interoperability standards for early warning systems to predict student success, attrition, retention and persistence; and, exploring use case and interoperability standards needs for higher education accountability/transparency, including consumer information and student engagement and learning assessment.
  • Learning Technology Satisfaction and Trends Research and Review (LearnSAT) - Formed to evaluate current IMS GLC Learn SAT research and reporting to provide recommendations on enhancing overall methodology and survey tool to increase response rates and evolve with increasing learning technology products and services.
  • Enterprise Learning Systems and Applications Procurement (ELSAP) - Aimed at creating a template for baseline technical functions and features to support K-12 and higher education (HE) Request for Proposal (RFP, Technical Requirements) and procurement processes for learning systems and applications.
  • Service Oriented Architecture (SOA) - Best practice recommendations for the adoption of service-oriented architecture in education that addresses business process issues, migration considerations, foundational technology requirements, and necessary service components.

Contributing Member
IMS is defining global specifications for distributed learning. Contributing Members of IMS recognize their leadership role in shaping the future of distributed learning around the world with broad access to IMS activities. Contributing Membership includes membership in all Affiliate activities.

Benefits:
  • Contributing members enjoy voting membership in IMS/GLC. All Contributing members have one vote on the Technical Board. Contributing members can vote on the technical work in progress, on final approval of all specifications.
  • Contributing members elect members of the IMS Board of Directors who set policy guidelines for IMS/GLC.

Affiliate Organization
IMS Affiliates provides an environment for developers and end-users to collaborate on tools, techniques, and trials of distributed learning products and delivery systems. The individuals and organizations play a key role in providing feedback to IMS and the Technical Board.

IMS Affiliates are valuable for the purpose of enabling broad participation in the activities of IMS/GLC by end-user organizations and for the sharing of best practices in learning technology innovation.

Common Cartridge Alliance
Membership in the Common Cartridge Alliance is the only way to achieve official conformance to the Common Cartridge (CC) or Question and Test Interoperability (QTI) standards. Digital content or learning platforms must exhibit the marks shown here, signifying achievement of the official conformance process, to be compliant to IMS Common Cartridge or IMS QTI. Products without these marks are not considered to be compliant by IMS GLC.

Benefits:

The Common Cartridge Alliance hosts the compliance program for the CC standard. Members have access to a variety of tools and test data, enabling them to verify that their products are compliant to one of three recognized levels: CC, CC Lite and CC QTI. Upon successful completion of testing, members are permitted to apply the appropriate compliance mark to their products. Compliance is also recorded in a publicly accessible product directory.

A series of webinars throughout the year address various aspects of the standard and face-to-face Testfests provide opportunity for ad-hoc testing and demonstration of new implementations. Members of the Alliance also have access to the drafts of the latest version of the standard, well in advance of its public release.

Collaborations
Actively collaborating with a number of organizations IMS ensures that IMS specifications have a high level of applicability across learning domains and global relevance.

  • ARIADNE. This is a project of the European Union focusing on the development of tools and methodologies for producing, managing, and reusing computer-based pedagogical elements and telematics-supported training curricula. To this end, they are involved in related technical specifications efforts, most notably in the area of meta-data.

  • Aviation Industry CBT Committee (AICC). This organization develops guidelines for the aviation industry in the development, delivery, and evaluation of CBT and related training technologies. The AICC guidelines apply to a traditional type of computer-managed instruction (CMI) representing one instance of many learning models supported by the IMS specifications. The IMS is working with tool vendors who have announced AICC support to insure that content conforming to AICC guidelines may also support IMS specifications.

  • Coalition for Networked Information (CNI). CNI is an organization dedicated to supporting the transformative promise of networked information technology for the advancement of scholarly communication and the enrichment of intellectual productivity. Some 200 institutions representing higher education, publishing, network and telecommunications, information technology, and libraries and library organizations make up CNI's Members.

  • Dublin Core. This group has established a widely accepted technical specification for meta-data for the content of digital libraries. The IMS Learning Resources Meta-data Specification incorporates major aspects of the Dublin Core by defining extensions that are appropriate specifically for educational and training materials.

  • European Committee for Standardization/Information Society Standardization System (CEN/ISSS). CEN is an international association, formally recognized by the European Community, managing the cooperation amongst the national standards bodies of the 15 EU states, Iceland, Norway, Switzerland and the Czech Republic. ISSS was formed to focus specifically on "Information Society" standardization requirements, and has established a number of open workshops. IMS is a participant in the CEN/ISSS Workshop on Metadata for Multimedia Information. In addition, IMS is involved in consideration of a Memorandum of Understanding with CEN/ISSS and other organizations to build consensus for educational technology, improving access to lifelong learning across Europe.

  • Institute of Electrical and Electronics Engineers (IEEE). The IMS Global Learning Consortium will continue to collaborate with the IEEE toward efforts to establish international learning technology standards. IMS GLC is a member of the IEEE Standards Association

  • International Organization for Standardization (ISO/IEC JTC1 SC36). ISO is a network of the national standards institutes of 157 countries, on the basis of one member per country, with a Central Secretariat in Geneva, Switzerland, that coordinates the system.IMS GLC is a Category A Liaison.

  • MERLOT. MERLOT is a community of educators in higher education who collaborate to develop and disseminate high quality online resources for faculty to incorporate into their courses.

  • Online Computer Library Center (OCLC). OCLC is a nonprofit membership organization serving 43,559 libraries in 86 countries and territories around the world, whose mission is to further access to the world's information and reduce library costs by offering services for libraries and their users.

  • World Wide Web Consortium (W3C). W3C establishes specifications for the web. It is responsible for specifications such as HTML, XML, and RDF. It is not accredited but its specifications constitute industry standards. W3C creates specifications at a lower level than IMS. For example, IMS uses XML as a language for representing meta-data, profiles and other structured information.

  • Web Services Interoperability Organization (WS-I). WS-I is an open industry organization chartered to promote Web services interoperability across platforms, operating systems and programming languages. IMS GLC is a Associate Member of WS-I.

IMS Global Announces Learning Analytics Interoperability Framework

IMS Global Learning Consortium (IMS Global) has announced initial public release of the breakthrough Caliper Learning Analytics Framework and associated Sensor APIIMS Global Learning Consortium (IMS Global) has announced initial public release of the breakthrough Caliper Learning Analytics Framework and associated Sensor API (application programming interface). The Caliper standards based framework will leverage and incorporate a set of defined, standardized metrics and learning outcomes, such as (but not limited to) the Predictive Analytics Reporting (PAR) framework’s data models, Common Core Standards, and CAS standards for student developmental and learning outcomes for education. This common foundation will enable institutions, instructors, learning designers, faculty and students easier access to learner analytics to better engage, measure, and revise learning experiences, and to drive a more efficient and effective teaching and learning environment.

Optimizing student success is indeed a high priority for colleges and university leaders. The issue isn’t the lack of data or digital resources for teaching and learning. The issue of growing concern is that the collecting and sharing of data across disparate systems is a real challenge for faculty, administrators and IT leaders. The need for data sharing between applications, platforms and content is vital in order for institutions to evolve learning analytics to improve learner success. The IMS Caliper enables broad and deep collection of analytics data using broadly adopted industry standards, such as the IMS LTI (Learning Tools Interoperability) standard.
