ISO/IEC JTC1 SC36 Working Group 4: Management and Delivery of Learning, Education, and Training (MDLET) is focused on producing a multi-part standard and metadata for learning resources. The proposed data model includes a flexible framework for specifying disjointed conceptual schemas that define structures and data elements for metadata instances associated with learning resources. This section is focused on MetaData (MD).

This group is working in the following areas:

General Information
The primary purpose of the ISO/IEC 19788 multipart standard “Metadata for Learning Resources (MLR)” is to specify, in a rule-based manner, metadata elements and their attributes for the description of learning resources. This includes the rules governing the identification of metadata elements and the specification of metadata attributes.

These metadata elements are used to form the description of a learning resource, i.e., as a metadata learning resource record (MLRR).

This multipart standard is based on identified user requirements and is structured in a manner which facilitates activities such as search, acquisition, evaluation, management, sharing, reuse, et cetera of learning resources by as wide and varied audience as possible. The approach and methodology of ISO/IEC 19788 is directed at maximizing interoperability of these functions and interchange of the metadata elements of learning resource records, through the use of various information and communication technologies.

In addition to having a Part 1: Framework and a Part 2: Core elements, this multipart standard is modularly structured with all subsequent parts having a distinct scope. Each of these parts represents a specified set of user requirements for the identification and specification of metadata elements having a particular focus and intended use in the description of a learning resource. This includes categories of metadata elements focused on technical perspectives, educational (pedagogical) aspects, availability and intellectual property aspects, classification schemes, lifecycle management, registration, etc. This also includes the use of MLR application profiles stating the rules for combining metadata elements from various parts of ISO/IEC 19788 and other specifications to support the description of a learning resource, i.e., a MLRR, in a particular context, as well as that of a particular jurisdictional domain, organization, public administration, etc.



Scope of Part 1
This part of ISO/IEC 19788 includes rules for the assignment and management of identifiers, and the development of subsequent parts fulfilling specific user needs.

Additionally, this part of ISO/IEC 19788 specifies how to define application profiles.

At the same time, ISO/IEC 19788 takes into account the diversity of cultural and linguistic contexts in which learning resources and their metadata are likely to be created and exploited. ISO/IEC 19788 also facilitates the sharing and reuse of learning resource descriptions by providing specific elements to support metadata harvesting.

ISO/IEC 19788 aims to specify data elements relating to learning resources to be expressed in a range of established formats, providing optimal compatibility with IEEE 1484.12.1-2002 and ISO 15836:2009, while also addressing user-driven requirements and uses not explicitly addressed in those two standards. These data elements are used to form the description of a learning resource.

The identification and specification of particular metadata elements are not included in this part of ISO/IEC 19788 but in subsequent parts. Also excluded from this part of ISO/IEC 19788 are the specification of bindings for data elements (e.g. XML bindings) and the description of particular application profiles. These will be considered in subsequent parts. Nevertheless, XML snippets can be used in an informal way in examples.
Scope of Part 2
This part provides a base-level data element set for the description of learning resources, from the ISO 15836:2009 Dublin Core metadata element set, using the framework provided in ISO/IEC 19788-1:2011 (Part 1: Framework). Those data elements being cast into the metadata learning resources framework can be used with data elements defined in other parts, in order to address specific user communities' needs for extensions, modularization or refinement.
