ISO/IEC JTC1 SC36 Working Group 4: Management and Delivery of Learning, Education, and Training (MDLET) is focused on producing a multi-part standard and metadata for learning resources. The proposed data model includes a flexible framework for specifying disjointed conceptual schemas that define structures and data elements for metadata instances associated with learning resources. This section is focused on Content Packaging (CP).
This group is working in the following areas:- ISO/IEC 19788 Information Technology for Learning, Education and Training - ITLET – Metadata for Learning Resources. This project is working on a multipart standard about metadata.
- ISO/IEC 12785 Information Technology for Learning, Education and Training - ITLET – Content Packaging. This is made up by three parts:
- Part 1: Information Model
- Part 2: Content Packaging XML Binding
- Part 3: Best Practice and Implementation Guide

Standard 12785
This Standard is derived from the IMS Global Learning Consortium (IMS GLC) Content Packaging version 1.2 Specification. IMS Content Packaging is probably the most widely used specification in support of learning technology around the world.
IMS Content Packaging has been an integral foundation of SCORM from its inception to the current version. But, most importantly, IMS Content Packaging has also been used widely outside of SCORM on a standalone basis. IMS Content Packaging is also used in many other high profile educational uses, such as archiving for MIT OpenCourseWare, distributing content packages that exclude runtime and metadata for the Learning Federation of Australia, and nationwide e-learning services for the Cyber Home Learning System in Korea.
IMS GLC provides ongoing support for the use, profiling and improvement of the Content Packaging standard. |

General Information
The IMS Content Packaging Information Model that is source and base specification for this standard describes data structures that can be used to exchange data between systems that wish to import, export, aggregate, and disaggregate packages of LET content.
The IMS Content Packaging specification was initially conceived for the packaging of instructional content. The specification supports the description of content associated with a given learning activity, location of the content, and how these pieces of content may be organized for best instructional effect. As a result of wide adoption of the specification, millions of IMS content packages of instructional content are used in a variety of software applications. IMS Content Packaging is a core specification referenced in the Advanced Distributed Learning (ADL) initiative’s Sharable Content Object Reference Model (SCORM). Adopters of IMS Content Packaging have extended its use beyond just the packaging of instructional content. IMS Content Packaging is now referenced by other IMS Specifications to package and exchange other types of data.
Requests for major functional additions were not included in the IMS Content Packaging version 1.1.x series and were accumulated as practice matured around implementing IMS Content Packaging. Evaluation of these requests in 2006, combined with feedback from the wider adopter community, indicated to IMS that this is the right time to make a significant update and definitive release for this specification with ISO/IEC JTC1 SC36.

This version was submitted to the ITTF (ISO/IEC Information Technology Task Force) as a FDIS (Final Draft International Standard).

General Information
The relationship of Content Packaging for the organization of information is:
IMS GLC Simple Sequencing – the IMS GLC Simple Sequencing binding defines a unique namespace for sequencing elements in such a way as to permit these elements to be embedded within a Content Packaging manifest file. Elements in the Simple Sequencing namespace can be considered as extending the functionality of Content Packaging to included additional sequencing information. Simple Sequencing elements are intended to be included in the element of Content Packaging, which contains items that may be recursively included to create hierarchical trees of items. This tree corresponds to the activity tree that drives sequencing;
IMS GLC Learning Design – the IMS Learning Design Specification defines a learning activity and the various roles people take on in the learning process. It includes three levels that define resources, added conditions and properties, and finally, notification. It is intended to support a diverse set of learning styles and approaches. The Learning Design is preferably integrated into a Content Package to create a, so called, ‘Unit of Learning’;
IMS GLC Question & Test Interoperability – the IMS GLC Question & Test Interoperability defines how questions (Items) and assessments (Test) are exchanged between systems, tools and/or applications. Content Packaging should be used when transferring ‘AssessmentItem’, ‘AssessmentTests’, or processing templates between systems. Systems dealing only with the interchange of assessment objects conforming to the QTI specification must ignore the organizations structure when importing content packages.
